Since you have a dog, the cats will be able to hear and smell him and should stay away on their own.
Do not get a bark collar. Your dog is doing what comes natural, barking at what he perceives as intruders. Even though its not the dogs fault the cats are exciting him, as you said, you will be in trouble for excessive barking.
You can correct him though, each time he gets on alert when he sees a cat.
Stop him from even looking/fixating on them, with a correction. Correcting even the fixating on, will keep the issue from escalating into alot of barking. Harder to correct then.

Another way to help your dog is by giving him a daily walk or two. A good 20 mins or more if he's a large breed. This will help him to expend his energy and be calmer at home.

cats are allowed by law to roam free as there isnt a leash law in most areas for cats..
you can check with the apartment management as to the stipulations to owning a cat but other than that its gonna be impossible to keep the cats from getting in your yard..
also dont use a bark collar on your dog, as long as she isnt a nuisance barker then you shouldnt get into trouble with her..
I find a cheap Cat Decoy works OK, others have had sucess with an ornamental Owl.

Cats don't like shiny bottles. Fill some empty glass bottles with bright colored water %26amp; bury them face down.
Put up a fence.
Pepper that stop them from smelling and it is harmless they will never come back again
Put cat nip on your neighbors lawn and get an airsoft gun just to be safe and prepared!
