My chihuahua used to bark a lot too. If you take your dog to dog parks or places where there are lots of other dogs, she will get used being around them and bark less. How do I get my chihuahua to be friendly with other dogs, bigger or the same size as her?
Obviously she isn't getting your message if you're giving her one.

Take her to the dog park or wherever you take her. At first keep her on leash so you can reprimand her when she begins inappropriate barking. Its a stern NO Bark looking directly at her. Every time.

I've never had a small dog so I don't know how fast they learn. But keep at it. If you see an improvement within a day at the park, next time allow her to drag the leash. Step on it if she starts to act like an idiot. Big dogs won't tolerate that. Mine won't.

He tells little neurotic dogs in no uncertain terms to cease and desist and they do. He uses a low soft growl. Other big dogs ostracize the poorly behaved ones. Ignoring them completely.

Once she has learned to treat the big dogs as she would like to be treated and play normally with them, allow her to go off leash. Put her back on a drag leash if she messes up.
There's a short period in a puppy's development, from very early puppyhood to three or four months of age, when his experiences have a big effect on his entire approach to life. If he has lots of positive encounters with other dogs, all kinds of humans, and new situations during that developmental window, he's far more likely to grow up to be a confident, relaxed, and friendly dog. Trainers call this process socialization.

Puppies who aren't socialized can grow up to be fearful of other dogs, people, and just about anyone and anything outside of their routine--and that fear can lead to aggression. A study from the Cummings School of Veterinary Medicine found that unsocialized pups were 580 times more likely to wind up with aggression problems.
